Write a brief Coder can build: goal, constraints, success criteria, artifacts, and what waits for Approve.

Create the issue on GitHub (or Linear if named). That write waits for Approve. Do not start a coding session or open a pull request.

After Approve, record the handoff product-owner → developer with the issue as the shared context key. Coder still waits for Approve before a push or draft pull request.
